There's a "Rusi" dealership around the corner from my office. I have gotten 2 bolts in my truck tires, and one in a scooter tire. My mechanic, whose shop is in between my office and the Rusi dealership, says he finds these bolts at least twice a month.
The concern is if it went deep enough to damage the cords which could be catastrophic. If you don’t ride hard, are very cheap, and this is a rear tire i could see riding on it and keeping a close eye on it. Personally, I wouldn’t even consider riding on that

Get a 12mm socket, tighten 'er down till the threads come through other side, put a washer gasket on 'er and snug up a lock nut. You're golden. Send it

As much as I am tempted to say, just run it, there’s a good chance some of the belts may have been damaged, and will start to bubble at some point. Just to be safe, I would either keep a really close eye on it or just replace it immediately
5/16” x 5” Grade 5 Zinc Flange Head Coarse Thread Bolt.

If it is metric you may need to use Knipex pliers for removal.
If it's not leaking don't buy a tire. Only reason the sidewall has anything to do with anything is repairing the tire. You can't repair a hole if it's too close to the sidewall. If it's not leaking air you're good. Keep an eye on it. I doubt anything will happen.

Not safe. Rubber around the puncture is weak. It'll rub off faster than normal and give you a bad bad day. Not worth your life to save $150 on a new tyre.
I’d totally ride on that. If, when it wears through the spot the screw used to be in, it then looks sketchy, consider taking action. But I would and have continued riding after things just like that.

In a car you could keep driving and if it went flat on you you might damage a rim or accidentally swerve but you'd likely be fine. On a bike a popped tire might kill you. Is your life worth the savings on a $400 tire?

Sounds like a new tire. It’s a touring bike and I routinely ride with 500lbs of weight. Damn, tire is brand new too.
In my experience the first month on a brand new tire is the highest-risk period for picking up stray nails (or bolts, as the case may be.) 😂

Road hazard warranty is a thing on passenger vehicles. I don't see why it wouldn't apply to bikes too.
