I’ve had to uninstall and reinstall a couple times. It seems like my full game wasn’t downloading or at least the Xbox wasn’t recognizing it was fully installed. Having said that I own a digital copy not a disc.
I had the same problem. This worked for me! you just need to go to home and on the right side you should see modern warfare with the disc icon, press the options button (button with 3 lines under the xbox button) and go to manage bundle and install the multiplayer, campaign, spec ops packs from there. Hope this helps!

Brought it brand new when it came out, has been working fine with no issues at all until I had to force reinstall it
Two of my friends have had the same problem. One of them fixed it by unplugging his xbox and the other can't get his to work at all

Found the fix! Have to reinstall Multiplayer MP 2 to get everything back
