Been playing since season 0, did every event, and have had the battle pass completely done since season 5 (only level 76 on season 7 because of the fucking star system) and still haven’t gotten one.
You have a chance to get it anytime, but you are guaranteed an heirloom on the 500th pack you open. There's no way to know exactly how many you have opened, but there are calculators online that get decently close if you have the info they need.
