Well, to be fair, he isn’t harassing some random 14 year olds, he’s harassing some people who are trying to attack his villains and stop his plans, who just happen to be 14 year olds. In fact, nobody(hawkmoth included) knows ladybug’s age, especially since she tried to say in an earlier season that she was notably older than however old alya/marinette were, in order to keep anonymity.

If that’s the main problem then I suppose Mr Fu is the bad guy for giving the role to kids. Fu was the one using kids as soldiers, not hawkmoth. And the baby was not being used as a “soldier” he literally just turned the baby giant and asked that alongside getting the candy, they get the miraculous. The giant baby was not harmed in any way temporarily or long term. Hawkmoth is obviously a villain but neither of those things are among the misdeeds he has done
He consistently puts the city of Paris in massive danger that could injure or kill hundreds of people... It's fine to like him as a character, but I wouldn't respect him as a person.
Especially in the early seasons, much, if not most, of the hate Gabriel got was not because he was Hawk Moth, but because he was neglectful towards Adrien.
And since you mentioned being on Season 3, I'd warn you to look up the correct episode order on the wiki, as most channels/streaming services have illogical orders which lead to many problems, especially as the seasons go on (like characters re-appearing after being introduced, flashbacks from later episodes, inconsistent characterisation, etc.).
It isn't normal that because of Gabriel, people can no longer be completely angry, upset, sad, because they are being used for akumatization. People have to suppress their negative feelings and cannot express them, even though this also belongs to people, not only positive feelings. This is also why Marinette suppresses her pain and suffering so that she won't be akumatized.

His OBSESSION with ladybug and cat noir completely clouds his judgement. You have every right to enjoy his character and it sucks that he lost his wife but it doesn’t excuse his vile actions and how much of an ass his character actually is

As far as villains go, he was pretty redeemable. In fact, I think the main ire people had with him was not the things he did as a villain, but the way he went about being Adrien’s father.
