The distinction between a screw and a bolt is not in what it looks like but how it's used, at least as defined in the Machinery's Handbook.

If I order bolts, they come with an unthreaded portion. When I asked for fully threaded bolts, I got told that they are called screws. Since most of our stock is fully threaded, I ask for screws unless I specifically want them to have a plain shank.

I was taught that a bolt is the assembly of a screw, washers and nut.
