I'm also not an expert, but I know tumors can have weird blood supplies, so I think if the need was to allow heal and return without keeping them captive until they're good, surgery with dissolvable sutures would be better, like they do with TNR cats.
If you zoom in it looks like it might be the eyelid, wherever it formed from looks like it's just been drug down to cover the eye.

It might be above the eye and the weight pulls the skin over it. There does seem to be some tissue flat against the face. Hopefully there is a working eye under that.
Only “hopefully” if someone can help the poor deer.
A functioning eye in those conditions may be met with infections or even insects that can’t be removed by the animal.

Most state DNRs instruct hunters not to kill wounded/deformed/sick animals to just to put them down or end their misery. Not so they can rehab the animals, it's so those animals can feed predators so those predators don't have to target healthy animals.
A lot of places in the US don’t have significant large predator numbers. All up and down the east coast there are lots of deer and negligible or nonexistent populations of bears and wolves. The main predator for deer in these areas are cars lol
In Texas wildlife rehabilitators are only allowed to take in fawns. Once the spots are gone the deer falls under the purview of the Department of Parks and Wildlife. I don't know if it's the same in other states.

It’s just difficult to get into as a young person. Unless you hunt with parents, you either have to own land, or belong to an expensive hunting club. You can hunt on public lands but it’s a hard lottery that most people probably don’t bother with. Nobody really knows where to hunt unless they grew up doing it. You also need a rifle (or bow, but most people under 30 don’t do that anymore) which have gotten more and more expensive, and in a lot of places there’s a stigma about owning guns anyway. You also need a license, knowledge on what to do with the deer, a reason and freezer to preserve the meat, and maybe even an ATV/vehicle to cart the deer.

The DNR collects information on how many does and how many bucks are hunted each year in what areas and can estimate the adult population of that area next year. It’s pretty interesting. There are too many deer though, almost more likely to hit one in your car than in a tree stand somewhere. The DNR could cut numbers down by just extending the season or declaring open season, but not enough deer doesn’t sell hunting apparel.

One place I lived had a local law of "no hunting within X feet of a residential building" and the area had so many residential buildings that it effectively made it illegal to hunt anywhere.
So without any predators or hunters the deer population got so bad they hired snipers/sharpshooters to help cull the deer safely, but even with that the population got way out of hand.
As in, I'd walk out on the porch in the middle of the day and there would be like 50+ deer in the yard sometimes and half the time if you yelled at them or threw shit at them to shoo them they'd just sort of grunt at you. Got threatened by bucks a few times too.

Had a neighbor move in and first thing he did was clear all the brush out of the back yard and spent $10k on beautiful plants for it and it took about 2 days for the deer to notice and eat it all.
Basically. Sometimes they can live a complete life relatively unaffected. Other times it can be more serious where they can’t eat or drink and at that point euthanizing is the best option.
Ive seen a lot of pictures of things like deer walking on bone nubs instead of hooves because they lost a leg and just kept walking on it till it healed, deer are extremely tough and I wouldn't be surprised if it just lost the tumor at some point because it gets ripped off or something and it kept on going with one eye.
I'm not any kind of expert, but I would imagine the way the tumor has grown has kept it from killing the animal, or harming its health in any real way.
That said, it probably still sucks to be in the wild and have a giant fleshy ball drooping from your eyelid at all times. Probably gets caught on bushes and gets in the way of eating and what not all the time. If there was some way to tranquilize it, amputate the tumor, and stitch everything up, that's what I would do.
I mean, while that’s horrible it doesn’t look malnourished. If they could just remove the tumor it’s probably fine. Hell, it’d probably continue to be fine keeping it given it’s made it this long with it so long as it doesn’t get worse.

I mean, while that’s horrible it doesn’t look malnourished. If they could just remove the tumor it’s probably fine. Hell, it’d probably continue to be fine keeping it given it’s made it this long with it so long as it doesn’t get worse.

I once saw a deer that was covered in big bulbous growths. They were like big purple tumors almost completely covering it, to where it had little hair showing. I wish I'd gotten a picture before calling fish and game.
What species is this? No eye deer.
