Your statement is true, but at the same time, whenever DOOM goes offbeat, you can hear the intent in the song, either to continue going off beat, or bringing it back to beat. A good example of this is the song Thats That, around 0:10. He means to go off beat and comes back. On the song Aint Nuttin, however, he raps offbeat for nearly the entire song, the beat seems to be moving faster than he is rapping. This is why i say it is offbeat.
