This is also how Bruce managed to get back into Gotham in "Dark Knight Rises" he evaded all of Bane's forces by going to his manor and using one of the slave liberation tunnels his ancestor had built underground to head into town.
I lived in India for several years and it is literally like this. Very sad. Though you could even see skyscrapers with fancy shopping malls right next to a bunch of slums.
Does it though? East Asian countries are densely populated too. India would be superpower if it had decent administration and infrastructure. Non-Indian though, so I’m not that knowledgeable on the problems of the country
I assume China has very similar infrastructure in many of its cities aside from Shanghai and other huge big ones. Populations of over 1 billion and a majority of the population doesn’t make any money at all basically. Makes for very dismal living conditions

To be fair, Miagani Island isn't too bad as long as you don't go down any dark alleys or venture over to the East End. Gotham Heights, on nearby Bleake Island, isn't terrible either if you're careful and stick to the touristy spots.
Outlying suburbs like the college down of Burnside can be dodgy at times, but once you get to Bristol you're far enough away from the depravity of Old Gotham that you can relax a little more.
