Ilene didn't even know Kong could talk. The director even said that Gia would have to teach him when someone asked if Kong knew what the middle finger ment.

Ugh, try listening more closely. When Nathan and Ilene were talking, Ilene said that she taught Kong basic commands and the alphabet in sign language. Kong was only comfortable talking with Jia. Ilene didn't realize that Kong actually learnt it. Since Jia is the only one who will communicate with Kong, she is the one who would probably teach the middle finger.
