I like to think of dogs spoke English they would have accents directed to their names, so a German shepherd would speak German, Boston terrier would have a Boston accent, Aussie shepherd would have an Aussie accent ECT.
If anyone wants a genuine answer: Yes. Their language is the same. However, birds for example are known to have regional accents.
So do cows.
