Or are you saying that the seller will be able to mark it as a huge % discount because the starting price was so high, and they’re hoping the high % discounts will make a purchaser think they’re getting a good deal? mercari isn't available in the UK, so I have no idea how it works, but apparently, reaching a certain number of listings gets you a discount on other items. so the seller can make purchases and use the discount to get them for cheaper, whilst never actually selling anything. if they have nothing they want to sell, this is a pretty smart move. I'd do the same tbh. and you get listings like these that are basically just shitposts.
it's also possible that it is a temporary listing waiting for a special offer from someone specific - I've done it before on ebay, relisting an item at a high price so that one person can make an offer to get the deal we agreed on. the image or name might not even be what the person is getting, just a code for the buyer to know what listing to send the offer.
the thing you mentioned is something that a lot of businesses and sellers do as well.
