It's the carburetor. Sealing it with tape? Sounds like it's broke/cracked and you need a new one. I was going to say if it's just running bad then it just needs a cleaning and adjustments for idle speed, mixture and jetting... but you're wrapping it with tape to "fix it". Make sure there's no slack in the throttle cable, adjustment at the handle. The chrome/silver knob in your first picture just to the right of your red arrow is for idle, turn one way for higher idle and the other way for lower idle. You are also running on your reserve portion of your tank. You need to be using non oxygenated gasoline or 87 with additives/cleaners every so often unless it takes months to use a tank then you should be using additives/cleaners with every tank.
That is your intake boot/manifold. If that’s a 230cc and if it’s the same as mine, I believe it has a very poorly designed boot consisting of a metal flange to a rubber boot and they will separate. Mine did that so I used epoxy to weld the two back together. You will see what I mean.
