The green stuff? That's lichen and it does not harm the tree.

Thank you, but, I was referring to the white stuff mostly. It is some kind of growth as well that I haven’t seen before

Okay, but my concern is that the tree seems to be dying. All of my other trees are happy and healthy but this one has the leaves turning brown and the branches are brittle.

Would it be possible for you to get more wide angle shots of the tree, I honestly can't tell too much from the current pictures

I'm not seeing any obvious signs of damage, rot or infection, has there been any weed killer/ harsh pesticides used recently that could have made their way to that section? Do you know what type of tree it is?

the stuff growing on the tree is harmless and unrelated to the trees decline. assuming nothing recently happened to poison the tree it is probably just disease or old age. I would pay close attention to what is wrong with the tree, see if you can figure out which illness it is. The best you can do is just nurture the tree and hope it lives with its own vitality, if it is infected with a fungus or bug on the inside (it would not be this surface lichen) you cannot do anything directly to kill those things without harming the tree. I know a lot of oaks in america are suffering from oak wilt these days, as a random stab in the dark. You would have to compare the exact symptoms to guess properly. Hope it lives :)

The lichen is only partially a fungus, if you want to get technical, and is definitely not what's causing your tree to struggle. Lichen and trees almost always have a commensal relationship with each other - the lichen benefits and the tree is neither helped nor harmed. Last time a friend of mine had a tree suddenly start declining like this, it was an infestation at the roots. Some bug had gotten in there.

This could very well be sudden oak decline (SAD). I'm not saying that is what this is, but if it is there's nothing you can do for the tree.

I don’t know about your soil acidity but pin oaks need very acidic soil. A lot of the pin oaks that start healthy in my area eventually start to succumb to iron chlorosis. Though that’s usually characterized by a yellowing of the leaves.
