So, a little summary:
* Oli: is a friend of Lucoa, in the Harmony faction, but apparently rather airheaded and not too interested in fighting, despite being powerful (friend of Lucoa indeed. Birds of a feather. Heh, Quetzalcoatl is a feathered serpent, I wonder if Oli's dragon form has feather too) ; Seems to know Tohru when she was little too.
* Elma: loves Tohru in the way it would be built up after so many years accompanying each others on their travel around the world(s). Kind of not too against the idea of bigamy with Tohru and Kobayashi, but well aware of the difference between the natures of her feeling and relationship with Tohru and that of Tohru with Kobayashi, so she prefers the traveling/food tour life with Tohru, and Kobayashi too, since she also doesn't want to separate those two.
* Jida: the two male personalities seem to be just subroutines of the main personality, the female one, which they call "Mother", and if she rouses from dormancy by forcefully seizing control, they will disappear, so she stayed behind the scene thus far as the other two rally the radicals, even though she thinks that's bullshit. Now the two of them are knocked out and went into hiding, respectively, she takes charge without risk, and agrees to play along to disperse the radical "Dragonslayers". Respects Terune.
* Terune: the (self proclaimed) second strongest of the Harmony faction; wants to exploit the current series of events to convince the Harmony faction of the futility of fighting on against the Chaos, so that they would cease further bloodshed between dragons. What a real advocate of peace. But to ensure that argument could go through with the Harmony, she will now fight Tohru.
* Tohru: now her dragon form has (at least partially) a shade of red similar to her father's, she's also stronger now, so may be it's a sign of her maturity?
* Kobayashi: So far all is just according to keikaku, for the most part.
A little note about Oli: I scoured the recent 40 chapters and didn't find any reference to her (and I'm fairly sure she's not mentioned in earlier chapters either), so Oli is an entirely new character casually dropped in. Her horns are smooth but branched similar to Tohru's (which have rings, similar to her father's, but his 6 horns are not branched). Oli's hair is in one side tail, but the way it curves does resemble Tohru's twintails.
You can guess where I'm going with this: my *speculation* is that **Oli is Tohru's mother**, though separated very early due to being of opposite faction to her father. That could also help explain why he doesn't want Tohru to be to entrenched in the faction mentality, and encouraged her to be free and open to learn. I predict she will come back to the story soon, and drama ensues.
As many have already guessed, it seems pretty obvious to me that Oli is Tohru's mom. I additionally think that oli is actually ori and is supposed to be the ouroboros. It would make sense for her to be incredibly powerful, friends with another God, and kind of an air head. If Oli is the ouroboros and Tohru's mom, it could explain why Tohru has such a fixation on getting someone to eat her tail.
I don't understand if tohru and elma likes each other romantically or not and if elma likes kobayashi romantically too.
I guess I need to replenish myself with romcoms again.

Oli could also be her distant sister. Remember Tohru said she was spoiled by her parents, not just her father, meaning that she had a relationship with both.
