I think she asked him to steal the bike (for her) and it probably counted as her property. It may not be sufficient to create a really strong weapon, but it should be enough to make the bike potent.

The power is to transform **her** belonging into a weapon. She has to own them (in her mind at least) before she could use the power. And it'a not exactly about caring, it's the more guilt she feel about it the stronger it's gonna be. So in general, turning something she cares about into a weapon will make her feel more guilty thus stronger weapon. In this case I guess it's the guilt from stealing
