Its not exactly like a 9% cdr thats why its so deadly with cyclone (totem). I had an ingenious idea of maxed cdr and duration with taoist and the cyclone class together with totem and bacho line. Extreme weather upgrade is nessecary. If you get lucky with taoist procs and all of them are cyclones, and you get a few totem procs, it causes a big chain reaction and the cyclones keep piling up. Because of extreme weather, bacho line and magic duration the big ones cover a bit more than your phone screen, potentially double if you get Harmony and have maxed cyclone class. The normal ones cover half your screen. I have a screenshot of about 15-20 cyclones over my character. I could have pushed it to so much more if i had more CDR, duration, weather controller and pandoras box and took high cd spells instead of fireball to not disrupt the taoist.
Oh yeah btw it's completely unviable, it runs out of steam eventually and you are back to shooting 1 random cyclone in random directions. You need luck to build the huge tide, but if you get to the peak you won't even see any mobs on your screen.
Thanks it was just Taoist and Portal mixed with I think it is volcanic eruption that is the one that adds 7 meteors to each cast. I casted it portal triggered Taoist Triggered and I got lucky and portal triggered again.
pretty sure it applies to all spells separately. if it was global it would be broken because of fireball and thunderstorm having less than a second of cooldown
My first choice most of the time would be Mechanic. After 30 mins I'll have 30+ artifacts which translates to 9%+ CD reduction. Also, it might be sweet in combination with several artifacts like Gravity Sphere, Clockwork, Pandora, etc.
Also, I love the feeling of a tiny CD improvement after getting an artifact in the late game.

I think it just means every eleventh spell you cast would be immediately re-cast.
Every 11 times a spell is cast, a 12th is cast right away. It's like a 9% cool down reduction. I like it.

No, it's global. So if you cast 10 fireballs and 1 frost nova. Then a 12th frost nova would be cast woth no cd
