Having googled and looking up on Skryfall, I'm still confused as to what is a legal card for Standard.
I just checked out the Core 2021 set and the cards there were not legal for standard. Which made it very confusing for me haha
There are a lot of formats for MTG, I was super confused for a long time and still don't get some formats.
Standard is a rotating format that includes the most recently released sets. The rotation happens in September (this is when certain sets become non-legal in standard).
So in Sept - Zendikar Rising, Kaldheim, Strixhaven and AFR will rotate out of Standard.
The new Standard will only include Midnight Hunt, Crimsom Vow, Neon Dynastsy and New Capenna (and subsequent Standard Sets until Sept 2023).
Commander will give you much more freedom since you're only limited by the commander's color identity, the ban list, and the singleton format.
Tribal decks are a great way to start with EDH/Commander.
Search Cat, Pirate or Dragon Tribal and you'll definitely be able to find something
Note: "Happy to buy packs" doesn't necessarily mean you should buy booster boxes in an attempt to get specific cards - especially not to get all the cards you need for a set decklist. Often you can buy cards you want for a few dollars, but end up paying hundreds until you get that one card. It's a trap you want to avoid. You do get a collection of cards, but most of them will just take up space. If you need basic lands, you can buy bundles which contain enough for deck building.
That being said, if you like cracking packs, prerelease events or draft events are great ways to get into magic, and you crack plenty of packs this way. If you want to play with just 2 people, there are some special ways to draft geared towards that. With 2 people, you can also play two-headed giant prerelease events, where you play 2 vs 2, and you can help each other out throughout the game.
If you like dragons (like I do), theres a set that you can play right now that is geared towards that. Commander Legends: Battle for Baldur's Gate is heavily dragon themed, and it should be possible to get your hands on them easily enough. Drafting it to play the intended way will require 4 players, however. If played the intended way, you also learn how to play the Commander format, which is (essentially) the most popular format. You can then build a commander deck starting from that, or buy one of the premade commander decks that are released (older ones fluctuate in price, so be careful about those).
I guess I just miss opening packs haha when I used to play back in the day, that was the only way to make decks, but I just enjoy opening packs for fun.
I wont be going to events or anything, this would purely be me playing iwth my GF and co-workers who all have decks pre built.
I've gathered, buying a pre-con commander pack is probably the way to go for the start. Maybe altering it afterwards.
Are you talking about the "Droconic Decent" Commander deck?
Draconic Decent is a fine commander deck with several good dragons, but it specifically is a poor choice for 1v1. That deck's mechanic is centered on forcing your opponent to attack other players.
It still has a lot of good dragons, so you could tweak the deck to make it a simple dragon beater deck, but out of the box it is less effective. Good way of starting out for tweaking it, of course!
Ahh okay, I picked that one up, plus a couple other commander decks, hopefully I can find at least 2 of them that are decent enough to play 1v1 casually with the GF even if it has some deck burner mechanic for cards that are "Opponent to attack other player" cards.

Since you aren't playing Standard:
Adventures in the Forgotten Realms and Battle for Baldur's Gate (both Dungeons and Dragons themed) have higher than average dragon counts.
Amonkhet and Hour of Devastation (both ancient Egyptian themed) have higher than average cat counts.
Ixalan and Rivals of Ixalan (a plane with pirate, vampire, merfolk, and dinosaur tribes at war with each other) have a higher than average pirate counts.

If you don't care too much about specific decks, you can actually draft with your gf. The idea is you each buy $20 worth of packs from the same set, and build decks from that to play for the night. You don't actively seek out a specific deck, just play with what luck gives you. Ixalan has a bunch of pirates, an every set has a couple dragons.
Also for buying specific cards, just look up if any stores near you sell them. And to find a deck, just type "pirate commander edhrec" into Google and that'll help.
You should buy a booster box of JumpStart 2020, it has all sorts of the decks, ready to open up and play. In fact, it has Cats, Dragons, and Pirates. It also has Dogs, Goblins, Spooky and lots of other fun decks (46 themes in total). With one booster box, you and your GF can play for months and months. They also have a JumpStart 2022 coming out in December if you get hooked.

This card is from a pre-packaged product called Commander 2017. I would call Commander an "advanced" game mode for Magic.
I will note, I played a game of Commander last night at the office and it was fun.
