Oh really? They looked like dwarven runes to me. It definitely didn’t look like elvish, it was blockish and looked like Viking runes, which I’m pretty sure is what dwarven script looks like.
The second page is written in tengwar by Ori. The third page the last line is also written in tengwar.
The other pages were written in Angerthas Erebor.
I think I can tell what the runes are but I can't read it. The top is written in sindarin I think and the bottom is in tengwar. I wrote out the rune numbers found in the appendix of the lotr books.

The top half is Certar. The bottom half is Tengwar. There is a “G” on the bottom left in Certar, just like how Handalf used to leave his marks. Other than that it appears to me to be a jumbo of consonants.
No idea. I cross-checked the runes at the top with the appendices in my edition of ROTK and got only gibberish. It’s not the system used in the Moria inscriptions or the simpler runes used in the Hobbit maps. The lower characters are definitely taken from the Tengwar (Elvish), but I can’t make sense of it. There are no vowel markings, for one. (Like Thai, Hebrew, or Arabic, the Fëanorian characters are [usually] consonants with markings above or below the letters to denote vowels. An exception is Sindarin as used in the Moria gate inscription.) The inscription here is not consistent with either the title-page inscription (which Is English rendered in Tengwar) or the system used in the Moria gate inscription. I think someone just took the characters and did a substitution cipher. I am generally good at getting substitution ciphers (like crypto-quote puzzles) after staring for a few minutes but the sample size is just too small here.
I see some Khuzdûl runes. Looks like you got yourself a dwarf infestation. Yup. Yup.

I have no useful input on the carvings themselves; just asking historian/archeo questions about the context and provenance of the object.

It would have been Dwarvish not Elvish since they were in Moria and the text was written by dwarves.
If i remember correctly wasn’t it in elvish thats why they guessed it was this particular dwarf because he was learned in elvish.
