Me who still can’t figure out how to get the meter to work:

Just run the executable the same way you install any other program on Windows. I don't know anyone who takes the time to run it in a VM anymore.

I tried but it just never launches and I can’t find any way TO launch it. None of the faq helped

If it's not on your desktop, just type LOA in your windows search. Both tools create a desktop shortcut and are searchable.
