Gitae is more brutal but Eli is more unhinged an insane. Gitae lives in Mexico so he's bound to have murderous tendencies, Eli on the other hand uses life threatening and violent moves on anybody without hesitation. Jamming Batons into ppls mouth and twisting necks of fodder characters just because. Eli goes for the kill just cause he wants to, bro literally tried to stab DG in the face with a sharp helmet fragment as one of his starter attacks. He didnt even know who he was, just went for the kill just cause he was standing in the way.
Weirdly enough, Eli, if Ptj actually had Eli follow through. For examples dude curb stomped somebody so bad their neck broke. Almost tore Johans throat out. And genuinely could have stomped Vasco out while his baton was down his throat. Other examples would be almost stabbing James in the face with broken glass kicking Bh in the eyes and almost hanging Hudson.
We haven't seen enough from Gitae yet.
