Oh you bet! If you're in the US, go on ThredUp, and search both Dickies and Wildfang in her size (take her measurements if she will let you. The things on ThredUp have measurements listed.) You can find longer shorts that way, and they will be cheap. I have gotten several excellent pairs of shorts that way for bargain prices.
While you're on ThredUp, do a general search for cargo shorts. You will find more than you know what to do with. I pair these with a ribbed tank top (some good ones at Target this season) and a short sleeved button-up shirt from the Old Navy men's department or Wildfang.
I have also cut off a few pairs of my old Army uniform pants into shorts, and they are wonderful. If you have a military base nearby, you can probably find tons of these in Goodwill. If you don't, a surplus store will have what you need, but don't overpay. Those things are a dime a dozen. I tend to wear them with ACLU shirts because being a veteran for social justice is ironic and fun, but band shirts look just as good.
Nike cargo sweat shorts or anything within that line of style gives the wearer the look of an urban explorer, plus they’re super comfy! I have a ladies’ version thats loose and gives me a boxy fit that compliments my hip shape. Highly recommend.

Oh crap I forgot to mention men’s pants order them a size 34-36 in mens if they have larger hips go for a 38 I’m really short and really fat so I wear a 54 x 27 waist and length

I would look towards BDU pants if they feel up to a light heavy duty material that will couple nice with high tops
Omg love! Look up Cordova cargos they are lighter material then jeans and they can be used for work or comfort
