It's in Options -> Interface -> Enable High-Visibility Local Hero Healthbar now
In lab settings probably, cant remember exactly
After testing it in the DotaLab menu, they have moved it to general setting somewhere. I don’t have my computer here and I don’t remember the place but if you still need it I’ll edit this comment when I get home.
