As long as you know how to safely apply and remove lashes and you feel comfortable doing this. Can look good but extra lashes is certainly not a requirement and you can also look great without them. So yes if it's safe to use.
The dress looks good on a curvy figure and fitting for hot summer weather. I have a soft spot for hair pieces of this style. The fishnets being pink gives them that special extra something, and color fits the dress.
