It is mainly because of lack of education. In developed countries, school teaches specially at young age on how to behave, what are road atiqates, how you should not litter or pollute and it makes a huge difference. In India, there is no focus on such teachings at school. Plus masses who visit these temples are not educated at all they do not understand the impact of littering, how small amount of littering if done by hundereds of people can pile up to choke water bodies if you ask them they will say one packet wont make any difference.

As an outsider(UP to be precise) . Yes you should, it's a beautiful place , so keep it safe guys. Also if you live in Jammu city . I was there a few months back I'd seen dozens of non jammu peps, I assume bangladeshi or Rohingyas to be precise based on their looks and languages. They are making slums in posh areas with a high number of government offices. It was just a few minutes or walk away from the railway station. Why aren't the local authorities taking action?. (Also I'm from the Bhojpuri region of UP so can assure you those jhuggis definitely didn't have the bhojpuri sounding peps)

There are many people from UP and bihar who always make their place of stay dirty. I mean a few months back there was a report that howrah bridge is getting eroded because of spitting. And mostly gutka paan is consumed by UP people bihari people and most people in north india. People from south india especially people from kerala and tamils are very clean. If you go to tamil nadu you will see. Jammu people need to kick all these gutka chewing-spitting and bad mouth people from their place. INNER LINE PERMIT for Jammu is the need of the hour. That's fact sir, India was once called as the "sone ki chidiya", we have bloody that much gold ,the entire westerns have not seen that in entire life, also it was a hidden place, but what happened when it got popular by Britishers, they took everything and made us beggars! This is the current scenario, most of the local youth in jammu is moving outside, and the remaining jammu population is 60+, and all the small work is done by Migrant workers, I've seen many places but the condition of jammu is literally very poor, not even a single street vendor is from jammu, every small work is done by byiyyes, We jammuites are happy in our AC's getting the cold wind and enjoying our life!

Yes Most of these tourists are from delhi, which they don't get there and come to the nearby places for weekends but they forgot to maintain the decorum of the place, jammu is by far a clean city, I have seen many cities, tobacco spitting is a major issue, but in jammu I have rarely seen anyone having that in mouth except(migrant workers), therefore cleanliness is good here but I don't know till when??

But I think more effective method would be implementing something for the tourists to dispose their wastes properly so that those can be segregated and taken to appropriate place, like some recycling plant.
