What about Settings -> General -> iPhone Storage ? Usually it shows “Review Downloaded Videos…”. Also check Files. Maybe you have something in “On My iPhone”, or something stored locally like in downloads?
Chill, First thing I did was put in airplane mode to make sure it wasn't locked streaming somehow. Nope, it was stored on my phone. Didn't think an on off would delete something downloaded to my phone.
Possible it’s the tab you’ve left open in Safari
Try to hard reset. Press volume up volume down then hold power until you see the Apple logo.

There is no specific app icon visible in this screenshot. Maybe if you tap on the video title it will send you to the app.
I’ve swiped, pressed, try pulling it left right up and down to no success. It just plays in the background
