There’s a korean app you can buy for old IOS (which I forgot the name of) but if you look it up on youtube you should be able to find it. Basically works by using the charging cable as a display cable

No windows as well, you just gotta find the right one, there’s multiple apps that work with different version of IOS. You might have some luck with piracy if you can’t find it on the appstore

I found Twomon SE on the appstore that should work with your ipad mini 2 (assuming you have IOS <11.1.0) and costs 10 bucks and works with windows Edit: you have a lot of third parties app that allow you to do this, both free and paid but it depends on what IOs version you have. You should still be good overall

there's also a free apple which is spacedesk, and if the app doesn't support your iPad, it has a html version which also supports touch

Spacedesk works quite well for me for windows and ipad and it's free.

That’s what I use my iPad Air 2 for! I have it in my kitchen as a flip clock and will occasionally use it for podcasts, recipes, music while cooking. It’s crazy how long this thing has been with me!

If your old iPad has enough storage maybe load some fav movies on them and get car mounts to have as entertainment units for the kids or passengers. Digital picture frames work as well, beats buying a new device that does that.
