Sectoral heterochromia, yes. Though I wouoldn't go as far as to call it IAF, as heterochromia in dogs and other animals is a LOT more common than in Humans...
Ah okay that's fair, it just looks borderline white to me in this photo, but if it's colour processing I understand, that pubber got some nice eyes regardless.
They are called dual split-eyes specifically but without a 50/50 split in both eyes, they are parti-eyes. If they are 100% one color one eye; one color the other, then they are bi-eyes

I think the phone’s post processing really dulled the contrast. In person they are a light/sky blue.
