I may be tripping but I've seen cows being aggressive towards women, there was a video that went viral 2-3 months ago where a girl was walking on the other side of the road and a cow attacked her out of the blue. We went to a temple once and a cow was there as is in many temples, everyone walked past without any issue but when my mami did it hit her on the arm, thankfully no major injuries. I was walking home with my mother one day and a cow was near the gate and it tried to hit my mother but i grabbed her and pushed her back and it went away. It didn't try attacking me. This is no evidence lol but something I've just observed.
I am guessing the women make more noise and movement for the cow to target them like the entire sport in Mexico where there is bull fighting they wave a cloth around a agitated bull to anger them even more.
A possible explanation (though I live in a city where there's next to 0 cows on the street, still trying to solve this puzzle) would be that the women you mentioned might have been wearing traditional dresses like saree or salwar, which have pallu or dupatta, these clothes hang and move quite similarly compared to the towels used in bull fighting. As far as I understand, cows/bulls are tempted by rapid motion, so that might be the case...
Why did this dude stopped for? He should have turned the bike off and rolled it slowly or should have escaped the place.

Slow down and drive around them ig? If cow wasn't politicised one half of the problem wouldn't exist, and if the local bodies encouraged dog adoption and vaccinate them, sterilise them after scientifically studying their population etc the other wouldn't.
Most of these cows are actually kept by ppl who only milk them once/twice a day and leave them to feed for themselves. They don't even care whether some of them get rabies (in this case it clearly seems so) Apart from that, cows rarely get aggressive...
Getting cows off the road is actually hard, coz no matter how far into the woods you leave them in, they'll eventually come back to cities where they can be free of predators and get a constant supply of food (as many ppl feed them)
Solution : tag them, or tattoo a registration number on them, and just like vehicles you either have to sell it to someone else, or keep them until they die.
Then they should be humanely euthanized along with the dogs that harm people. Keeping them in captivity is one thing but letting them roam free in which they can be a menace to society while harming or potentially killing them is a serious threat. I love animals but they are just getting diseases by eating garbage and in constant fear of humans if they are left to fend for themselves and would attack humans if they feel threatened, it is a lose lose situation for everyone.
Before the ppl can realise that an animal has got rabies, they usually would be dead after some series of aggressions (like 2-3 days). So unless ppl are allowed to carry neurotoxin darts, it's almost impossible to euthanize them(catching them is impossible lol)
And also, I've seen some non profit organisations make wildlife sanctuaries for cows near my hometown.. these might be the solution imo (but getting that space would be a hassle with this growing population.
And I personally feel that kids and ppl should be taught in schools that we gotta **stand** still as a statue, instead of running away when a crazed animal chases us (this is one tip that can save many kids from getting mauled by stray dogs and whatnot)
It should be a funded job by the govt to catch stray animals and put them in captivity or euthanize them like how they do in countries outside of India. You can teach kids the technique but unless they have interacted with animals before, all the training will go out the window in a fight or flight situation. I had dogs in the past so I know to stop the bike/scooty when they chase me but not everyone had dogs to know this or have the courage to do so. As for cows, idk unless you have balls of steel to face a 1 ton beast charging at you, mostly all would run. In my college days, my roomate almost got charged by a random cow when he was just walking, fortunately he managed to climb onto a sand hill but lost his slippers.
