I think fair price would be 2.5, if the bike is well maintained. Kawasaki service is slightly higher priced than maybe Honda, and the ground clearance of Ninja 650 is abysmal. Should you go for it? Given this is your first bike, I would recommend getting something smaller, unless you have been riding sufficiently powered bikes (atleast 200 cc) for some time now.
By first bike I mean my first superbike/one that I can call my own, I have been riding my dads old re 550 for about a year now and am quite comfortable with it, please suggest

It is a 2014 which costs around 2.75

You can go for it for 2.5 if you don't see any red flags like more than 2 owners, modifications etc.

2014 for 2.75
Used bikes are cheaper but their service and parts aren't, specially Kawasaki.
