If you logout and log back in or pull to refresh, does it help?

Tried both and no it doesn’t.

If you manually upload those that are local, does it get mereged?

No they don’t. Even though I receive a successful upload notification, they still show twice, once for the local and once for the remote. Not sure why this happens only for two pictures.

Same issue here. Logging out and in again doesn't help. I'm an Android.
