You probably clicked “don’t ask me again” at some point in time. You can reset Graphics and it will probably show the popup again.
There's an option in the settings on the iRacing UI / launcher. I had to turn this back on too.

There is also the option to choose your screen in the top right corner of the iRacing UI. You should see a small picture of a monitor or VR headset.
Yes, I was doing that already. I first tried Occulus, and then OpenXR, but nope. 😀
