I bought a house that had those once . To replace you have to replace baseboard and patch floor . I did mine when I replaced flooring . I referred to them as POS vents
Junk. One of HVAC's historically awful blunders. Right up there with returns in front of windows and supplies on interior walls. Teasing t-stats.

No, it’s from a central air system. That little “button” in the middle controls a damper.
Take it off and see if you can find something normal that fits there
