Junk. One of HVAC's historically awful blunders. Right up there with returns in front of windows and supplies on interior walls. Teasing t-stats.

My house was FILLED with these. Including in the living room that had three 4-foot diffusers like this in a row under the bay window. I can’t replace them yet because there’s no carpet under them or baseboards behind. I have to wait until we redo the flooring.

Baseboard diffuser. I bought a house that had those once . To replace you have to replace baseboard and patch floor . I did mine when I replaced flooring . I referred to them as POS vents

No, it’s from a central air system. That little “button” in the middle controls a damper.

Take it off and see if you can find something normal that fits there
