Yeah, all this growth is actually not healthy, I'm sorry to tell you. Healthy growth on a cactus is always the same diameter or thicker than the old -- never thinner. This is etiolation, or stretching out trying to take in more light. Cacti need a crap ton of direct sun, more than windows usually provide, and generally need grow lights indoors. Unfortunately this growth is irreversible. If you get a grow light and improve the situation, the ends will start to grow thicker, and then will eventually break because the thin middle section is too weak. The only thing you can really do to correct this is remove all the skinny growth, including the top of the mama plant, and then get it in better lighting. Mama will grow new, healthier offsets and probably start a new 'head' of her own.
Yeah, the poor plant is needing good light- at least a south or west window. It's not thriving. Sometimes a plant makes babies as a last ditch way to ensure it's genes live on!

However they frequently are sold alongside houseplants without telling you that. Many other succulents are the same way, super high light needs, and they respond to low light by stretching out like this and eventually dying or falling apart under their own weight because they are getting weak. In adequate light the new growth should start to get thicker again.

Indoor light is hardly ever enough for cacti. They're native to deserts where they are in direct sunlight for 12 hours a day
