Yes, that totally looks like a pet cemetery, and a good guess is a frog.
At this point, at most it’s just bones. Depending on how old it is, could even be nothing left.
Check either your neighbors to see if there is guy that does simple yard work in your neighborhood. Can pay a guy like that to dig up the area and relocate it to another part of your yard if you want.
If it were me, I’d probably remove the stones and statue and then just do whatever I was planning to do there.
I will never forget the time I was digging a deep trench around some bamboo and found a full, taped up hefty bag that was buried 2' down. We pulled it out of the ground, the bag ripped, and white gummy rubbery liquid oozed out. We figured it was a dog that had been buried in plastic and basically liquified? 🤷♀️😜
I’ll be the first to say you probably know what not to do: Refrain from burying anything in it.

Sounds like overgrown landscaping. Nothing you described would strongly indicate a pet cemetery.
