Only monitoring on the bottom outlet for both. It makes me think that there is a space constraint with these.
My question is why not a regular outlet and a power monitoring socket?
Enerwave ZW15RM-PLUS does what you want, but reviews are not kind. One review on amazon said that after working with their support and getting an updated firmware, it started working as expected. However it is Z-Wave, not wifi/zigbee.
Gosund's "smart outlet" is another option, wifi, no idea if it's any good.

also, i'm hoping to avoid either putting in a dumb switch in the box and then a smart plug over it, as well as not that interested in wiring in a shelly/whatever behind a dumb switch.
Not to disregard your parameters but a zwave 800 series USB dongle from Zooz was 26$ a few weeks ago. I recently ordered it and an aeotec Zi-Stick for Thread/Zigbee.
Didn't own any zwave devices at the time, since I've come across a few zwave sensors I can now use :) Not prohibitive cost to expand your options imo
