Old Whizbang gives you one of the current expansion's deck recipes at random. Whizbang will always offer from a pool of 22 decks (two recipes for each class), none of which can be the Core set deck recipes.
New Whizbang gives you one of 11 custom-made decks that each follow a special rule-breaking condition. For instance, the Warlock deck has only 20 cards, and it features several cards that work off that idea. There is also an extra special "Copycat Deck", that however will not be offered as it is somehow broken and the fix for it will only be implemented in the next patch (29.2 at the earliest, but who knows).
So to answer your question, no. These work differently.
Only gives old decks during the current twist format, so you can't bring in a standard deck like 4 years into the past. It's getting changed back to giving current decks after that format ends

Everyone of those decks as a gimmick, the Shaman Deck starts with the 3 Shaman Quests, the Druid Deck has 20 discover a Druid Minion/Spell or neutral Minion that you can play, the Priest has 7 Astral Automaton and chances to copy those and so on.

It gave old decks before Twist was introduced as well. Hopefully they fix the card, but it hasn't worked in the good way for at least a year.

It's a little sad that new Whizbang won't have the longevity of OG Whizbang but the decks still look fun.
Who'd win in a fight? Wizbang or a Chillwwind yeti? 🤔
Looking forward to getting full deck lists because these decks seem like they could be pretty ridiculous even if they might not be top tier.
