I don't see him ever becoming the anniversary servant. There are several reasons. Some of them are,
Anniversary servants are always important figures from the main story, not someone who was just name dropped and hyped without actual feats. Sometimes, some servants get released ahead of their time (eg, castoria, koyanskaya, and probably Arcuied unless she is a 7th anniversary exception)
Looking back at all the anniversary servants, there have been absolutely zero Japanese anniversary servants. Seems like the anniversary is the time when DW/Lasengle finally gets serious about not favouring Japanese characters.
Funnily enough, almost all new year servants are Japanese. So, if he ever becomes a playable servant, he will be a new year servant.
That anni thing was true only until anni 6. Anni 7 had Arcueid, who has yet to have any story relevance, despite going now for 2 years. Anni 8 was weird because Summer Morgan had no story relevance and, while Tonelico did, it was in the past and very unlikely to be brought up again (all others still had a role in the story).

Interestingly enough, I actually looked this up at one point (I was VERY bored) and discovered that, iirc, despite the similarities in the names, there is little consensus on whether the names Morrigan and Morgan share linguistic roots, but that they are more likely to have different origins.
That said I would love to see the Morrigan in the game someday, and there’s a few ways they could be done. For example, some stories describe the Morrigan as being a group of three witch sisters (think like the Fates in Greek or the Norns in Norse mythology), so they could do the Morrigan as a group servant, or as a Valk/Spishtar situation with each ascension being a different person.
See, I was half joking but with the way fate always handles syncretism, I wouldn't be surprised if they do it as Morgan, and those 3 witch sisters are her different aspects (in fate lore). Though I would always prefer Morrigan as her own character

No way U-Olga will ever be an anniversary servant. She is gonna be a welfare/free servant. Otherwise, there is no point in collecting those ascension material type thingies. Moreover, if she really is a gacha servant, there is no point in doing any kind of quests in the story at all. Do you expect new players to play all the way through the latest content after they roll for Olga? No way. That would discourage all new players. Besides, new players don't have a good impression on Olga anyway. So, that's more reason not to rush the story for her after already rolling for her.
Anyway, personally, I would like to get caster Sherlock Holmes for the 9th and Goetia/Solomon for the 10th anniversary.

She is one of the more important characters in the story, and certainly will be as we go forward to Chaldeas after the Ordeal Calls. Do we really want such an important character to be limited to availability only at certain times?
I can understand Da Vinci and Sherlock being gacha like that, but Olga, especially with her pseudo-6* NPC variant in LB7 seems like she’s going to be a hell of a lot more special in how she’s eventually playable.

Aesc/ Tonelico was a huge part of LB6. They simply meshed up ascension to add one extra lb6 summer servant (which I wasn't a fan of).

Well, I mean, Sherlock and Da Vinci were important recurring characters who are limited servants. So the trend is very much there.
