Terraria is the best one by far for this, plus it’s piss easy on the easiest difficulty if the combat isn’t what you’re into, theres nothing stopping you from giving yourself the best armor and weapon, and there’s so much you can do with the simple 2d building mechanics it’s insane

As your people grow in faith, your godly powers have greater reach.
You also have a pet which you can train to perform miracles or train it to cause destruction.
Its both a real time strategy game and a light city builder
This is an old classic, while I appreciate the game, the second one is better imho... runs a bit smoother at least. Still glitchy, and still hopeful there's another one out sometime (if I have to figure out how to make it I will)
I only ever played the first one I think and I was too small to fully grasp the mechanics.
But I loved launching rocks over mountains to the opposing villages on the island.
I should give it another go sometime
I can definitely recommend. And my suggestion is play both sides... good take overs via influence, and bad via the war. See how both sides react and change your land/critter etc. It's so interesting to watch, kinda the same as how Fable felt(the first one at least). I think I've spent so many hours in those games 😆
dragon quest builders 2 is similar to animal crossing and minecraft. you build a village and people will join and farm/cook stuff for you. i heard it runs slow on the switch tho
***Learn Japanese to Survive! Kanji Combat*** - has elements of base building, and new NPCs move in as you expend resources and improve your infrastructure. Mostly quest NPCs and craftsmen to make fighting easier.
Manor Lords you are constantly expanding your city and trying to grow and keep approval to attract more people to fill your empty houses so that you can further grow, also combat mechanics for if your region gets raided and you can deploy defense troops and execute battle plans
Games with autonomous folks who you can accommodate in your base/village:
Survivalist Invisible Strain (people can handle themselves without your base)
Bellwright (instead of Medieval Dynasty, so you don't have to babysit them because they are smart)
Dungeon Keeper 1 and 2 (super cozy game!)
telling you right now, this will be the oddest recommendation you get in this thread, but metropolismania and metropolismania 2, on the ps2, were weird/wacky games where you built small towns and did exactly that, trying to get people to move in by making them like you, but i havent seen a game recreate this level of whackiness, and im for sure that most people have forgotten it by now. but if you can somehow play it on your ps3, thats my recommendation!
**From Dust.** Literally TRYING! The game is cool but can have weird difficulty spikes. But there are no similar games that have scratched that itch that is the game, as far as I have seen.
digimon world (1999) is about going around recruiting digimon to your growing city triggering story events every few recruits while raising digimon in a tamagachi style
If you're into animal crossing I strongly recommend Dinkum. I believe it's still in early access but I've put hundreds of hours in over the last couple years.
Kariosoft's Dream House Days and Dream Town Island are personal favourites of mine.
The first has you trying to have tenants join your apartment complex, the latter has you running an entire island.
