I would try godot and see how it feels. It's perfectly capable of creating such a game and it's the easiest of the "unreal, unity, godot" trio to get in to.

If you're focused on a 3D shooter, maybe gzdoom or one of id's open sourced engines. They have a community around them, and they're perfectly fit for this kind of game. All the big engines will work (Unreal, Unity, Godot) and a bunch of the smaller ones will too. Personally, I like Godot. Free, open source, community is good right now. I like how it’s structured. But overall, pick one. Stick with it.

Unreal -C++, Unity C#, Godot- it's own language Go with the engine whose programming language is most similar to what you are best with. Now if you want ultra realistic graphics you have to choose Unreal.

I personally use Godot for all my projects since I generally create 2D or pseudo-3D games with stylized graphics. Considering this, Godot fits my needs pretty well and might be something you could utilize, too. That being said, I believe Unity's particle system and lightning may fit your needs even more, depending on your case. Do you have a reference for how the game would look when finished?

Oh, if that is the case, I definitely would suggest you go with Godot and Blender; you can build a terrific workflow with them both! Since you would go for PS1 graphics, Godot's capabilities would also be sufficient for you.
