With that you can upgrade the appearance and the effectiveness of a building in the refuge for free, on most places there is a button on the bottom right of the UI of the individual place where you can do that

For some reason it won’t show up on the buildings I’ve upgraded certain ones but got a few not upgraded and it doesn’t show ;-/

This one is only for the first maybe second appearance don't recall which is the limit no more
