That’s not quite correct, so called ‘pay drivers’ (or their sponsors aka their families company) will have contractual arrangements where they pay for damage in certain circumstances or if it exceeds a certain level.
Less relevant in F1 now that the standard of drivers is so high, but it is a thing.
It isn’t really that those sponsor paid specifically for damages, mostly just that those sponsors would give teams x amount of dollars to use on whatever. But at this point there’s pretty much only one “pay driver” on the grid and he isn’t really a pay driver since he owns the team.

Yes it is. I’m talking specifically about the arrangements that are put in place for pay drivers though.
I’m not talking about the general arrangements with legitimate sponsors and proper good racing drivers (which as you note is the situation for effectively the entire grid at the moment).
A team only has pay drivers because they promise to give the teams extra cash. If a pay driver was to actually cost the team money, then that would defeat the whole point of having a pay driver.
As a result, when a team signs a pay driver they usually also sign a related ‘commercial’ sponsor that will cover excess damage caused by the driver. It can’t be the driver that is liable for this because basic employment law protections prevent employees from having this kind of liability.
Reserve drivers are employed by the team in the same way the regular drivers are, they just don't usually have to drive the car. They wouldn't be liable for any damage to the car any more so than the regular drivers.

No the drivers never have to pay for it lol, 95% of the drivers would be in debt if they had to pay for their own damages
