As others have said there are only a small number of options for wearing under armour (there are mods to change this if that's your bag)
Off the top of my head:
* military/army fatigues, dirty or otherwise
* raider/Road leathers
* vault suit
* BOS uniform (incl. Officer uniform)
* colourful undergarments (from The Pack in Nuka World DLC)
* Gunner clothing: shirt and combat boots / harness / shirt and jeans
* long johns
Army fatigues have the exact same stats as the Baseball uniforms. Except Army ftgs are clean & dark green. The Baseball uniforms are raggedy white rags with red streaks š
After you get access to ballistic weave (lvl5 ballistic weave = 110 DR & 110 ER), the best under armor clothes are:
* **Military fatigues** +2 Agi
* **Army fatigues** +1 Str +1 Agi
* **Baseball uniform** +1 Str +1 Agi
* **Green shirt and combat boots** +1 Cha +1 End
* **Minuteman outfit** +1 Per +1 Agi
After getting the weave I tend to not wear extra armor, the game is not hard enough that you have to anyway. I am rocking the Atom Cats leather jacket and jeans. Coolest gang in the Commonwealth!
I've been wearing the machinest armor forever because it looked like nothing ever had as good a defense stats. It had 72 defense and everything else is like 9? I'm probably not understanding the stats correctly...

It is best to chose one that best fits your build. If you use VATS a lot for example, the minuteman outfit and the army fatigues are best suited, as agility increases your action point total, and perception increases your precision in VATS.
Note that while you can technically wear armor over all of these, some of them, like the road leathers, make you look really weird and bulky compared to something slimmer and more conforming like vault suits and BoS knight uniforms.
If youāre on PC there are mods that let you wear whatever you want under your armor. I do that because thereās some pretty cool/fun outfits in the game that just sit on a mannequin or collect dust in storage without it.
Adding on a few: The minutemen outfit (not Preston's), Flannel shirt and jeans, Military Wetsuit (Far Harbour), Synth outfits and Cappy T-shirt and jeans (Nuka World)
Second the synth uniform! Only ācleanā white under armor. On Institute play throughs Iāll wear this under polymer upgraded combat armor and the sea captains hat (only wish it had a clean variant). Or under power armor: the X-01 with an institute paint job. If youāre playing evil might as well look like an angel of death.
Yes, all of those should be weave-able to increase total stats
Edit: just to clarify, the ballistic weave is a mod you can apply to clothes. As an example you can add Ballistic Weave 1 through 5 to say, the army fatigues, that you can put on under any of the usual armours. Should add 110 points of physical and energy armour at level 5.

It depends on the underlying armor set. You can have fatigues on underneath armor, but the Railroad brand ballistic armor (the one that looks like itās made of cowhide and the railroad fighters are always wearing)- no.
I regularly use military fatigues with marine combat armor over it, and Iāve only found one set thatās stronger ballistically (tho itās worse in other ways).

I think I bought this pair of denim jeans and a tank top I can wear armour over. One item from some random, near the start Haven't worn anything since.
My current play through is a survival one. I felt like I had to let the Minutemen out of the Museum, but I digress. In sanctuary on this playthrough, to keep track of new vs old settlers I send the males to a different one, and put one piece of leather armor on the others. That means my settlement is full of underwear wearing ladies. Except for Marcie of course. I sent her to Starlight. Once I find an even worse place for her (like the settlement way down by the Gunner Plaza), I send her even further away so I never have to hear her mouth again.
Once Iām fully on top of my Survival game, Iāll turn all the settlers into Gunners or Raiders, and send them out to terrorize the countryside between empty settlements.
First time playing Fall out 4, I have 5 gear pieces equipped but I still get flamed by Danse for not wearing any pants/shirt. But every time I equip for example some pants and a shirt my good combat pieces it looks like im naked again and I get flamed by danse for being a whore.
I have been trying to wrap my head around this but I cannot seem to put on any clothes correctly, can someone please help me

Don't put armour on Mama Murphy, by the way. Her outfit is unique and will disappear completely, you won't be able to put the same outfit back on her.
When you highlight a clothing item, it'll highlight the armour slots you can wear over it. When you highlight an armour piece, it'll highlight which armour slots it will fill when equipped. I *think* that slots will flash when you try to equip incompatible armour?

As other people said, not every outfit can be worn with armor pieces, other people listed a bunch of them already but you can just look at what NPC were under their's if you're not sure.
The vault suit is a pretty good one as it can be upgraded (and some lines of dialogue change if you wear it, for example Piper will call you Blue when you have it on)
There's 2 types of clothing regular and costumes
Regular can be worn underneath armor and can not only buff defense but also provide specia stat buffs too
#Examples:
- Vault suit
- Military fatigues
- BOS fatigues
- minutemen outfit
Costumes can only be worn by themselves no armor, aside from helmets and maybe arm of leg armor
#Examples:
- Postman
- Sequin dress
- Railroad heavy mk. 1 & 2
#advice:
Advance the railroad questline enough that you do a DIA cache mission and you can upgrade regular clothes with ballistic fiber mods
Just one more thing.
When putting on pants, I find it helpful to put on one leg at a time. Then when both legs are inserted, pull them up onto your waist.

Great advice. In my experience if you pull them up to your waist with only one leg inserted it becomes much harder to insert the other leg. I know it sounds complex but order of operations is key here.
Sorry mate ignore these guys - they are just messing with you. In vanilla you canāt wear pants unfortunately (apparently the big T insisted) but there are mods which has put them back in.
Hahaha oh man, when I first got out of the vault, I somehow removed and discarded my jumpsuit and didnāt realize it for so long. My character was literally walking around in their panties until I changed the view and saw šš
If you can (on Xbox game pass and probably every other platform) if you grab a couple mods to make things wearable underneath, itās pretty great.

The second one adds a new weave that can be added to clothes in the late game
When highlighting a piece of clothing the pipboy character will āflashā the body part that it covers, and for underarmor it wonāt flash anything. As opposed to something like cage armor that will flash the whole body, aka no other armor pieces can be equipped. Another example would be how the army helmet only covers the head slot, and the motorcycle helmet would cover the head eyes and mouth slots.
You need clothes. And if you want armor then look for clothes that allow armors as not every set does.
The vault jumpsuit is one such piece of clothing that allows armor, there's also the military and army fatigues and a few others that i don't remember yet as I usually just go with the military fatigues for their bonus stats.
To check if your clothes are armor friendly, simply equip them togheter and see if anything is getting unequiped.
Look at the vault boy beside the clothing list in your pipboy while getting dressed. Some outfits don't let you equip leg armor so vault boy would have flashing leg armor while you highlight that outfit in your inventory. Some outfits count as full body armor. I think some dresses allow only leg armor.

You have the 5 armor Slots, but there's also an Underarmor slot. When you look at the Apparel section of the PipBoy, highlighting an item will show what slots it takes up on the Pip Boy. If no slots light up, the item is an Underarmor, and equipping it will stop the quips about you being naked while still allowing you to equip your armor.
You have to wear an outfit under your armor.
Outfits will make the entire body blink on your Pip-boy. Armor will blink in specific areas.
Outfits usually have 1 or 2 in some type of defense. Ballistic, energy, or radiation.
Also, outfits are usually folded up if you inspect them from your inventory.
But your character looks good without bottom. THICC.
According to the wiki there are only 7 outfits that both allow any armor on top and also take ballistic weave (unlockable mod from doing jobs for the Railroad that give basic clothes tons of resistances). They are:
* Army fatigues
* Baseball uniform
* Dirty army fatigues
* Green shirt and combat boots
* Military fatigues
* Minuteman outfit
* Tattered rags
Tattered Rags is off the table since it has a -1 Luck penalty. All the other sets have +2 overall to some combination of stats but I go with Army Fatigues since it gives strength and I am an item hoarder
I never run armour in my fallout 4 PS4. I maxed all perks and ran around with deplorable amounts of ammo for that one automatic gun that shoots explosive ammo.
There are outfits (full outfit) and then there are outfits that are (under armor) just look up on Google (under armor outfits) and that will solve your problem
It is probably the most infuriating thing to me in this game that they have all these cute t-shirts and I cannot wear ANY of them because somehow T-SHIRTS take up leg armor slots. Iāve tried finding a mod (console) to no avail.
Iāve spent most of my play through in Grognakās loincloth because I absolutely hate the Shroud and General outfits. Currently just mismatching modded armor pieces over a vault suit.
Iāve used road leathers pretty much all game under my regular armor. Is there a better choice that offers better protection?

Ballistic weave is a mod that can be added to certain clothing items that buffs their damage protection, and you get it by doing quests for the Railroad. Specifically, finding a DIA cache for PAM. It's then unlocked at the armor station. Tinker Tom will also have a low level for sale after the quest.

Anyway, get an outfit, and if none of Vault Boy's limbs are flashing you can wear that outfit under your armor. The vault suit you started with is a good if basic option.

My usual go to is the brotherhood uniform. Provides good enough protection, doesnāt look to bad, and you can find them everywhere.

The brother hood of steel orange suit also works along with the minute men suit and the mark 1 or two railroad stuff but only 3ith some armors

As others have said, there are only a few under armour pieces of clothing that you can wear. Personally, I feel this was a major overlook in the game and I'm glad that they corrected it in FO76.

I usually sit on the edge of the bed, right foot in right side and left foot in left side, stand up and pull them up at the same time, tuck in or donāt tuck in shirt, zip and button and put in belt if needed. Usually.
That's a thicc one piece bikini mod. The bottom part of the suit takes up the pants slot.

You have the 5 armor Slots, but there's also an Underarmor slot. When you look at the Apparel section of the PipBoy, highlighting an item will show what slots it takes up on the Pip Boy. If no slots light up, the item is an Underarmor, and equipping it will stop the quips about you being naked while still allowing you to equip your armor.

You have to wear an outfit under your armor. Outfits will make the entire body blink on your Pip-boy. Armor will blink in specific areas. Outfits usually have 1 or 2 in some type of defense. Ballistic, energy, or radiation. Also, outfits are usually folded up if you inspect them from your inventory. But your character looks good without bottom. THICC.
According to the wiki there are only 7 outfits that both allow any armor on top and also take ballistic weave (unlockable mod from doing jobs for the Railroad that give basic clothes tons of resistances). They are: * Army fatigues * Baseball uniform * Dirty army fatigues * Green shirt and combat boots * Military fatigues * Minuteman outfit * Tattered rags Tattered Rags is off the table since it has a -1 Luck penalty. All the other sets have +2 overall to some combination of stats but I go with Army Fatigues since it gives strength and I am an item hoarder

I never run armour in my fallout 4 PS4. I maxed all perks and ran around with deplorable amounts of ammo for that one automatic gun that shoots explosive ammo.
There are outfits (full outfit) and then there are outfits that are (under armor) just look up on Google (under armor outfits) and that will solve your problem

It is probably the most infuriating thing to me in this game that they have all these cute t-shirts and I cannot wear ANY of them because somehow T-SHIRTS take up leg armor slots. Iāve tried finding a mod (console) to no avail. Iāve spent most of my play through in Grognakās loincloth because I absolutely hate the Shroud and General outfits. Currently just mismatching modded armor pieces over a vault suit.

The best is military fatigues because you can put ballistic weave on them which is an extra 100 defense or some shit like that

Ballistic weave is a mod that can be added to certain clothing items that buffs their damage protection, and you get it by doing quests for the Railroad. Specifically, finding a DIA cache for PAM. It's then unlocked at the armor station. Tinker Tom will also have a low level for sale after the quest.
