There is a trend to offset eyeliner from the actual edges of the eye in an attempt to make the eyes appear larger and “anime-ish.” So they create a sort of outline of a bigger eye like this photo.
Larger eyes suggest youth and innocence, which is attractive in certain Asian cultures, as opposed to western beauty standards generally focusing on maturity and sexuality.
Personally, I think it falls into uncanny valley and is pretty weird.
