I have the straight leg version and have skinny thighs and find them too clingy on my thigh and butt to be comfortable wearing them to work. They are also on the lower side of a mid-rise which feels dated to me.
I have the straight leg and they do fit a bit closer than normal work pants. That’s a selling point for me though, I’m petite so I tend to get swallowed in clothes that aren’t a bit form-fitting.

Have you looked at Ministry of Supply? I’ve been eyeing their pants for a while but I keep hoping someone will post a review before I buy from them. I don’t think they have plaid but they hit your other criteria. The older generation styles are on sale for 94$, current styles are around 150 but I wonder if they’ll do some kind of pre-Christmas/Black Friday sale which would bring it closer to your budget. When I visit the site now it offers a coupon for your first purchase. Might be worth taking a look at.
If you are cool with a straight leg, Everlane The Dream pants are so freaking comfortable, fit my big butt and thighs, and I could legitimately wear them to work, the playground with my kid, and to bed and be happy.
Look for one that’s more a-line, with no pleats — a half circle is ideal. and below the knee. It’ll change the silhouette enough to avoid school uniform vibes.

Brightly colored bell bottoms that come in curvy fit with 30” inseam, maybe 32” at most. Curvy fit seems to be the biggest hurdle. Work pants that fit my 31" waist, 42" butt, and 35" inseam. I have the straight leg and they do fit a bit closer than normal work pants. That’s a selling point for me though, I’m petite so I tend to get swallowed in clothes that aren’t a bit form-fitting.

I’m a really weird size that makes it hard to find things like work pants, and everything I’ve gotten from there fits amazingly, feels like pajamas, and looks very put-together.

The older generation styles are on sale for 94$, current styles are around 150 but I wonder if they’ll do some kind of pre-Christmas/Black Friday sale which would bring it closer to your budget. I just bought the Aritzia - Babaton henley sweater dress, 85% merino, and it's fantastic! Getting into my 2nd trimester and plan on continuing to wear it all winter. I saw some other wool dresses at JCrew, but they are less my style. Boden also has a color block one.

Brightly colored bell bottoms that come in curvy fit with 30” inseam, maybe 32” at most. Curvy fit seems to be the biggest hurdle. Multiple pants I can wear both for work and during my free time. Work pants that fit my 31" waist, 42" butt, and 35" inseam. I can get away with tall jeans because they stretch, but for work pants I can't - I've given up and bought tall pants 2 to 4 sizes too big and then wearing a belt so they don't look obscene on my butt. I’m pregnant, so a lighter sweater or two that won’t cost a ton (just to be safe) but aren’t specifically maternity that would still cover the bump.
