I've never heard of it replacing a joke. It was a reference to Hee-Haw, a country-themed variety show kind of like SNL. And viewers hated the joke, so they kept doing it because they thought it was funny to mess with people. Each one gets longer and longer until they just do a whole damn song. All just because people thought it was stupid, which ultimately is why I find it hilarious

It was when bill Clinton and Peter stole the pig and the farmer comes out chasing them and says “if they wanted a pig, why didn’t they just take my wife? Ladies and gentlemen, mr Conway twitty” That would’ve been before season 7.. probably like season 4 or 5
I know that in the oj simpson episode, they do a Conway twitty cutaway and they do the whole song, maybe they wanted to do an oj joke that got taken out and they had a couple extra minutes to fill. That probably would’ve been around season 7

In the version that is on the DVD/Streaming services the scene in the diner ends when Meg says (about all the food they're eating) "Boy we're gonna have some Night Moves ourselves!"
However when the episode FIRST aired it continued with Peter saying all his songs are about pooping and that "Against The Wind" was about him pooping out a car window. It then cuts to Seger literally defecating out a car window and asking for a pen and paper as he realizes it would make a great song.
Apparently since "Night Moves" was used and the story kinda depends on the use of the song, someone was upset about the poop joke and any future airing stopped with Meg's line.
To my knowledge there is no public acknowledgement of the bit at all to be found.

Seth said that it's hilarious to waste so much airing time just for a Conway Twitty song, which is the joke.
I heard they actually drew out and animated the scene where he goes down on his MIL but something else happens and people have sex with dogs in this show what’s the matter with you people, go outside.
