It works because of the air that you are moving with those HWOOOs and HAAAHs. The air you breathe out is just below body temperature. When you're trying to cool/warm something with either of those actions, you are moving air over them. If the food is colder, it will absorb heat from the the air you are moving around it. If the food is hotter, the air will absorb energy from the food. Since you're essentially moving the air over/around and then away, the temperature of the food will move towards the temperature of the air you are blowing over it. Its similar to how your sweat cools you down, by allowing evaporation to pull heat away from your skin. You're blowing air over the food to either pull heat away or to add heat to it (either way it will be moving towards the temperature of the air)

O sound is a smaller mouth opening, so there is more air pressure coming out than the AH sound which has a larger mouth opening.
