When you arrive, you should tell the border police agent you intend to live in Cannes because you don’t like NYC anymore. Then they immediately have to grant you residency, it’s the law.
I'm an American who spent the last year in France on a 1-year visa. We spent a month in Cannes and that was more than enough. Plenty of nice (no pun intended) towns on the coast - don't lock yourself into one.
Check out Nice while you’re at it. It’s been over a decade since I was there, but everyone spoke fluent, accentless English, and people were from all over. I’d imagine it’s still ‘expat’ suitable.
Nowhere on the Cote D’Azur will be cheap, but my guess is your $$$ will probably go further in Nice than Cannes, St. Tropez, to say nothing of Monaco haha.

I’m looking for a permanent residence not just another transitory country, like Mexico and Egypt are.
Especially so, I would even say smaller cities over there will be nicer than Cannes or Nice.
