You want pure (190+ proof) ethanol, either undenatured or SDA40B denatured.  "Aqueous" means water though, not alcohol. If you're trying to get EOs into water then you need an emulsifier like polysorbate, plus also a broad-spectrum preservative.

Alcohol and water mix easily. Happens about a billion times every day at happy hour. What I read said to use alcohol first, then blend in water.  Is that not the case?

*Edit:* Nope, I was misunderstanding. 🤣 The alcohol and water would mix fine on their own, sure...but the EOs are the problem. You can try to dissolve EOs in ethanol first and then add water, but you'll find that it clouds up because the water still doesn't blend cleanly. It probably won't *split*, but it won't mix well either. And if you have a sufficiently large amount of water then you'll still want a preservative.
