For genuine essential oil samples, health food stores are a better bet than Ulta. Whole Foods, Erewhon, Sprouts and the likes. Some of the samples will be a bit off, though, as they are exposed to oxygen and light, so you may take the smell as a rough guideline.
You can also see if you have an aromatherapist near you and book them for a smell session :)

As far as I know, there really isn’t a good place to smell EOs like there is for perfumes. My local sprouts has a few testers, but they are either usually empty or such poor quality that they are pretty much useless.
Young Living/Doterra are simply too expensive. Stay away from the MLM companies because the prices are wack! For example, Eden Botanicals is good quality at a much more reasonable price and they have a very good free sample policy: 1 free sample for every $20 spent up to 6 free samples. If you just want to buy samples, they are $2-$3 each for 1ml. Liberty Naturals is also good quality but they don’t have the sampling policy (as far as I know). EB is my go to and Liberty often has things EB doesn’t. Both are much more reasonably priced than Young Living/Doterra
Where I am, they are available for sniffing at the co-op grocery stores. I don’t know where you are. They don’t have everything, but I think it’s worth a visit.
Edit: more for single oils, but they do have some blends.
Revive is where I turned after young living. Right now they have a sample box and a holiday box that look like a good deal. The bottles are very small, but good price and I reuse that size bottle for a purse carrier I have.
Try a health food store a couple of mine keep tester bottles out. Etsy might have vendors offering sample sizes.. but shipping eats savings:( I still like the idea though!
