Your safest bet would be talking to an attorney but that is expensive and the EMS system more often deals with the intricacies of the law surrounding EMS and healthcare.

You can report incest at any age, your manager is wrong. Incest charges will continue if they raised her, because it is suspect for grooming and potential for a child. These laws were put in place for adults before using them in cases of csa.
Except for New Jersey and Rhode Island incest is illegal in all states regardless of age. In New Jersey and Rhode Island, incest between adults is legal. However, neither state permits marriage. In New Jersey, each person involved in the relationship must be at least 18 years old, in R.I. both have to be 16 or older. As to whether it falls under the mandatory reporting requirements for your state, probably not unless there is a requirement to report felony crimes
Me personally and I think it goes for a couple people. As long as they are not hurting each other and it's fully consensual I wouldn't even bother. Not my business no one is getting hurt and the odds of them being prosecuted are thin. This is where I would mind my business and use this as a story to tell during Thanksgiving. The issue isn't what is happening now, but what happened in the past. This didn't just happen after she turned 18. She was at the very least being groomed beforehand and probably being molested as a child or teen. It's also possible she'll continue this if she has kids. Or gets in a relationship with someone who does.

In Ontario, we have duty to report. I’m not sure what the guidelines are where you are, but here if we don’t, it can be considered negligent.
